James Balter
James Balter is a native of Miami, Florida, and has spent much of his professional life at the intersection of business, higher education, information technology, and the emerging digital world.
He began his higher education at the University of Miami, earning a Bachelor of Business Administration from the University of Miami School of Business, followed by graduate studies at the university a was awared a Master of Arts and Literary Science (MALS). His long-standing connection with the University of Miami would eventually become one of the defining elements of his professional career.
In 1967, Balter began his professional career with Eastern Airlines in Miami. During the 1970s, he worked in various capacities with the airline and was eventually transferred to New York, where he worked as Director of Purchasing Operations supporting the Northeast Corridor. His experience with a major airline provided him with an early understanding of large-scale organizations, purchasing, business operations, and the importance of efficient information management.
Balter returned to South Florida in 1983 and began what would become a more than 37-year career with the University of Miami. He initially worked in purchasing and eventually served in a leadership role as Director of University Purchasing.
During his years in purchasing, Balter began to recognize the potential of emerging computer and information technologies to transform traditional business processes. Rather than continuing along a conventional purchasing career path, he made a significant mid-career transition into information technology.
That decision became a turning point in his professional life.
Balter became increasingly involved in information systems, document management, enterprise content management, and the development of technology-based solutions for university operations. He was an early adopter of electronic document management at the University of Miami, helping introduce technology that replaced many traditional paper-based processes. This included academics, Medical records, and Business Administration.
A 2011 account of the University of Miami’s document-management program described Balter’s role in implementing document management for purchasing, including purchase orders, vendor applications, and contracts. The university’s report-distribution system, which Balter inaugurated in 1997, ultimately became part of a broader effort that helped the university save approximately $10 million between 1998 and 2008 through reductions in paper, delivery, and storage costs.
His responsibilities subsequently expanded into information technology and enterprise content management. He served as a Senior Manager of Information Technology and later as Director of Enterprise Content Management, working on technology initiatives designed to improve the way information was created, stored, distributed, accessed, and managed throughout a large university environment. His expertise in enterprise content management also led to his participation in professional higher-education technology discussions and conferences.
Balter’s interest in technology extended beyond the University of Miami. As the Internet emerged and developed from an academic and research network into a major communications and business platform, he became increasingly interested in its possibilities and in how businesses and individuals could use the new technology.
That interest eventually evolved into a second career.
Following his retirement from the University of Miami after more than 37 years of service, Balter continued working with Internet technologies, websites, hosting, and digital communications. Today, he remains actively involved in supporting more than 40 websites, providing services that include technical support, website development and creation, hosting, maintenance, troubleshooting, and general technology consulting.
His career represents a unique progression—from the traditional business and purchasing environment of the airline industry, through university administration and purchasing, into information technology and enterprise content management, and ultimately into the Internet and modern website technologies.
What began as an interest in computers and the emerging Internet developed into a lifelong professional interest in using technology to solve practical problems, improve efficiency, organize information, and help people and organizations communicate more effectively.
Even after retiring from the University of Miami, Balter has continued to pursue that interest. Rather than viewing retirement as the end of his professional career, he has used it as an opportunity to continue learning, creating, and working with technologies that have evolved dramatically since he first became interested in the Internet.
His professional journey spans an extraordinary period of technological change—from the era of paper records and manual purchasing systems, through the introduction of electronic document management, to today’s Internet-based websites and digital services.
It is a career built around a consistent theme: recognizing the potential of new technology and finding practical ways to put it to work.
